Disabled Veterans Business Enterprise (DVBE) – Project Specific, the RFP/RFB will specify whether DVBE compliance is required.

Pursuant to the provisions of Resolution No. 26205 of the Board of Airport Commissioners, Los Angeles World Airports (LAWA) amended the Local Business and Local Small Business Enterprise Program to include and provide Local-State Disabled Veterans Business Enterprises (DVBEs) an equal opportunity to participate in the performance of all LAWA contracts. The amended ordinance expands inclusivity of businesses to DVBEs located in the State of California to serve the purpose of rewarding disabled veterans for their military service.
LAWA defines DVBE, in part, as a firm certified by the U.S. Department of Veterans Affairs or the U.S. Small Business Administration as a Service-Disabled Veteran-Owned Small Business or certified by the State of California as a Disabled Veteran Business Enterprise and verified by the Department of Public Works. The firm also needs to apply in LA BAVN for DVBE (LAWA) certification by uploading and completing the online DVBE (LAWA) Affidavit of Eligibility, which will be processed by LAWA to determine eligibility for DVBE (LAWA) certification.
Effective July 1, 2017, all Personal and Professional Services, Non-Professional Services, and Construction contracts for the procurement of goods, equipment and services, including design and construction, when the contract involves expenditures in excess of $150,000 will be reviewed for DVBE subcontracting opportunities. The mandatory participation level will be indicated in the bid/proposal packet. Failure to meet this DVBE participation level may disqualify bidding/proposing firms from being considered for award of the contract.
To meet the DVBE requirement in the contract, Prime Contractors shall provide subcontracting opportunities to DVBE firms. Prime Contractors must provide a copy of the certification for each participating DVBE subcontractor. A subcontractor must be certified as DVBE based on the type of work it will be performing. In addition, the work performed by a certified DVBE Prime Contractor is counted 100% toward the DVBE contract goal.
