LAX, as well as Van Nuys general aviation airport (VNY) are owned and operated by Los Angeles World Airports, a proprietary department of the City of Los Angeles that receives no funding from the City’s general fund. Federal Aviation Administration (FAA) employees control the air space above and around LAX and FAA ground controllers handle aircraft movement on the apron, taxiways and each of the four runways. LAWA works closely with the FAA and has successfully negotiated implementation of a series of noise abatement operating procedures and restrictions to reduce aircraft noise impact in the residential communities surrounding LAX.
Efforts to reduce or limit aircraft noise at LAX include Over Ocean Operations, maintenance restrictions from 11pm to 6am, Preferential Runway Use procedures, and voluntary noise abatement procedures (e.g. no turns before the shoreline) The FAA may instruct pilots to deviate from these preferred noise-abatement procedures in the event of aircraft emergencies, adverse weather, field construction, maintenance work or other operational issues.
To encourage compliance with preferred procedures, LAWA regularly monitors select departure and arrival operations through the use of FAA radar flight tracks. When LAWA staff detects deviations from noise abatement procedures, such as early turns or east departures between midnight and 6:30 a.m., we will issue an appropriate notification and request a response.
