LAWA Completes Reclaimed Waterline Relocation

Important Enabling Project Marks Another Milestone for the Landside Access Modernization Program

(Los Angeles, CA) Los Angeles World Airports (LAWA) today announced the completion of the reclaimed waterline relocation project, an activity needed to facilitate the future construction of several components of the Landside Access Modernization Program (LAMP).

LAWA, in conjunction with the Los Angeles Department of Water and Power (LADWP), built and connected a new reclaimed waterline on Westchester Parkway between Airport Boulevard and Jenny Avenue. The reclaimed waterline transports water that has been processed to remove waste and other contaminants, and then repurposed for irrigation and other industrial needs. Completion of the project was essential to the upcoming construction of the Automated People Mover (APM) train system and the Intermodal Transportation Facility – West (ITF-West).

“While it is a megaproject, the Landside Access Modernization Program is actually made up of a series of small and large construction projects, each one enabling the next,” said Bernardo Gogna, LAMP Program Executive, LAWA. “The completion of the new reclaimed waterline on Westchester Parkway is an important step in building the automated people mover train, the ITF-West and other components of our program.”

To construct the new waterline, crews dug a trench that was between 7 to 15 feet deep and installed shoring to keep the shape of the trench and secure the work area. After shoring was put in, excavation work began to clear the soil from the trench. Crews then lowered in a 24-inch pipe and completed the work to connect it to the existing waterline. Pressure tests were conducted to ensure the connection was done properly.

Before the new waterline could be fully operational, LADWP was called to dewater and abandon the existing waterline. LAWA and its contractors coordinated with local businesses in the area that received service from this waterline prior to and during the abandonment process. After the waterline was abandoned, LADWP crews finished connecting the new waterline and began its operation.

The project involved significant coordination with the LA Police Commission, LA Department of Transportation (LADOT), LA Bureau of Contract Administration (BCA), LA Department of Building and Safety (LADBS) and the LA Bureau of Engineering (BOE). The relocation also was completed with zero injuries to construction personnel.

The APM will provide time-guaranteed access to the terminal area and relieve traffic congestion in and around the Los Angeles International Airport (LAX) area. The ITF-West will feature a 4,700 stall parking structure, a station for the APM, serve as new pick-up/drop-off location for LAX guests and house the new LAWA Badging & Security Office. The ITF-West and APM are scheduled to be completed in 2021 and 2023, respectively.
